We are a research-based consultancy supporting EU policymaking through high-quality research, evaluation, and impact assessment services. We collaborate with key EU institutions such as the European Commission, the European Parliament, the European Economic and Social Committee, as well as national governments.

The Research, Analysis and Strategy Institute brings proven experience in delivering high-impact, EU-funded and strategic projects. We have also been working on multiannual Framework Contracts with EU bodies such as the European Union Agency for Cybersecurity (ENISA) and the European Committee of the Regions (CoR).
Position Overview
We are looking for a motivated and experienced EU Proposal Writer / Research Consultant to join our growing team. The successful candidate will contribute to the preparation of high-quality proposals and tenders for EU funding programmes and calls.
Key Responsibilities
Draft, coordinate, and submit proposals for EU calls and tenders
Conduct policy research and analysis to support proposal development
Identify relevant EU funding opportunities and strategic partnerships
Collaborate with internal experts and external partners across EU projects
Contribute to the design of methodologies, work packages, and impact frameworks
Support business development and client engagement activities
Requirements
Minimum 3 years of proven experience in writing proposals for EU institutions or EU-funded programmes
Demonstrated success in preparing competitive proposals for EU calls/tenders
Master’s degree or PhD in Political Science, Economics, Public Policy, or other relevant fields
Strong understanding of EU policies, programmes, and funding mechanisms
Excellent analytical and research skills
C2 level in English (written and spoken)
Ability to work independently in a fully remote, international environment
Bulgaria based or Bulgarian national living in a EU Member State
